Get A Library Card
Any person three (3) years of age or older residing in the state of Texas is eligible to obtain a Hulsey Public Library borrower's card. There is no fee for City of Terrell residents to open a library account. Kaufman County residents will be charged an annual fee of $30 per adult card. Residents outside Kaufman County will be charged a yearly fee of $50 per household. This full-service library card entitles individuals to borrow an unlimited number of items.
Requirement for Issuance of Card
Applicants (ages 17+) for free library cards must provide valid Texas identification and proof of residency and must complete the library card application form at the main desk. A current driver's license or Department of Public Safety Identification Card is sufficient verification. Each applicant must supply proof of a physical address in the instance the mailing address is different or is a post office box.
If the driver's license/identification does not reflect the applicant's current mailing address, the applicant also must supply a supplemental form of residency verification, for example: 1) any current utility bill or rental/lease agreement, 2) a valid voter's registration card; or 3) a personalized check.
Upon completion of the application, a first-time library user may borrow two (2) items, excluding Hot Spots and Literacy Kits. Once the application is processed, the new library card is given immediately to the patron. Patrons' full borrowing privileges are instated after their first check out/check-in. Library cards or a valid picture I.D. must be presented each time an item is borrowed from the library.
Minor Application
A minor ages 3 to 16 years old may obtain a library card for free with a parent or legal guardian present who holds a Hulsey Public Library card in good standing. The parent or legal guardian must sign the child's card, accept full responsibility for all items borrowed on the child's card, and provide identification and verification of residency as outlined above. Minor cards must be associated with the parent/legal guardian's library card.
A minor may have only one card in the system at a time. Therefore, if the minor resides in two separate households, only one parent/guardian may sign for their library card.
Replacement and Fees
Lost or damaged cards may be replaced for a fee of $3.
For minors turning 18 years of age, a minor-to-adult replacement card will be provided at no cost. Those individuals will be required to show proper identification and address verification.
Expiration of Cards
Library cards need to be renewed to verify contact information every year. Library cards with no activity for one (1) year will be classified as inactive and removed from the system. Cards may be reinstated by presenting a valid photo identification and address verification.
HPL offers an Electronic Library Card (eCard)!
HPL full-service cardholders are not eligible for an eCard. To access online resources with a full-service library card, use your library card number and PIN associated with your account. You can reset your PIN online if you have an email address on your account or by contacting the library at 972-551-6663.
HPL eCard Application or contact the library. You will receive an email within 72 hours of applying with further instructions.
Note: eCard holders only have access to Online Services and will not be able to check out physical items from the library.
